Implement QtBluetooth for WinRT

      We aim to have WinRT as a fully supported platform. For this we need Qt Bluetooth to be supported by providing a backend. This would cover classic Bluetooth and Low Energy.

      The limiting factor would be the exposed platform API's on WinRT.
