One/Two finger horizontal scroll doesn't work on Windows on touchpads

    Description

      Affects both QtQuick and QWidgets, a two finger horizontal scroll is supposed to generate wheel events, however only two finger vertical scroll is working.

      Works on Linux, Mac and on non-Qt Windows apps.
