Add support for BTLE advertising (Scan, read, modify and publish)

    Description

      BTLE can advertise data to other devices &respond to inquiries.

      The data can for example contain Manufacturer specific data (Data GAP 11.1.4) or Service Data (GAP 11.1.10).

      A new API addition is required to be able to advertise such data or being able to receive them. The API shall allow the user to scan for advertisements and access the received advertisements. In reverse the local device shall be able to create its own advertisements and publish them to other devices.
