windeployqt --dry-run always fails

      When running windeployqt with --dry-run specified, patching the qt5core(d).dll fails and leaves a file sized 0 to the deploy directory. Because this patching fails, the windeployqt dry-run also stops at this point and cannot be completed.

      Following is the error message:
      Patching Qt5Cored.dll...
      Unable to patch C:\<path_to_exe_directory>\Qt5Cored.dll: Could not read file content
