Linking ICU libs to static Qt build fails in configuration checks

    Description

      When passing -icu flag to a static Qt build, the configuration tests step fails with:
      Checking for ICU... Project ERROR: 'inline' source in library 'icu' does not specify 'libs'.

      Configure command goes along the lines of:
      configure -static -icu -L <icu_lib_dir> -I <icu_include_dir>
