[REG 5.9 -> 5.10] loadStarted is emitted twice when loading link with anchor

    Description

      When e.g. loading https://docs.python.org/3/library/index.html#library-index via the address bar in simplebrowser, the loading symbol stays there and never goes away.

      Looking at the signals emitted, it seems like there's a loadStarted signal, then a loadFinished one, and another spurious loadStarted one.

      I suspect https://codereview.qt-project.org/#/c/202924/ to be the culprit, but I haven't verified yet (cc viengelm)
