Mapbox GL should be enabled on Windows MSVC builds

    Description

      Mapbox GL Native is available on windows for quite some time. See https://github.com/mapbox/mapbox-gl-native/issues/9134

      Currently Mapbox GL Native is successfully building on MSVC 2015 and MSVC 2017, see appveyor here https://ci.appveyor.com/project/Mapbox/mapbox-gl-native

      User is able to use QMapboxGL library linked directly and used in their Qt Application on Windows MSVC builds, and there's no reason to disable MapboxGL from Qt Location in official builds on windows MSVC.
