Add the plumbing for using plugins options (QVariantMap) + command line arguments for balsam.
The basic framework is in place, but it's not used by any of the plugins, and since there are no options exposed there is no way for say the command line tool balsam to actually expose additional command line options.
We need to try this in practice to see how the API can be used going forward.
