Description
Add a transient property to ScrollBar so that for those who want the scrollbar to always be visible (if it is needed) can ensure it is always available. Currently the only way to achieve this is by working around it and having a means to indicate that it will always be visible if the policy indicates it would be shown would make things more obvious and straightforward.
