MinGW: Regressions in 5.14.0

    Description

      I just use `configure -platform win32-g++ -opensource -confirm-license -opengl desktop -openssl -skip qtwebengine -skip qtwebview -nomake examples -nomake tests -optimized-tools` to config qt as usual, when libraries generated, they should have two XXX.dll and XXXd.dll.

      but now it only have one XXX.dll, and the size like a debug version.

      for example I only have Qt5Core.dll generated but it is over 100MB(usually it is about 7MB), and Qt5Cored.dll is missing.
