Online installer: Hash verification fails for 2019-11-07-0X64 Debuggers And Tools-x64_en-us.7z

This is probably a duplicate of QTBUG-61867, but on a different file. The bug description there is exactly what I observe, so I cannot understand why this issue was closed.

While installing, the above error message occurred repeatedly, but retries succeeded. Download ends with file mentioned in the description. This is not a "temporary error". I tried to install several times, and on different days, and on different PC's, and cannot get over that file.
