Add CI instructions for building a top-level Qt

    Description

      Currently Coin only configures a host Qt, but does not build it.
      We should add instructions to allow building it as well.
      It's a pre-req for a top-level documentation build, and for configuring a top-level cross-compiling Qt (iOS / Android / Yocto)
