Git's commit editor forbids me to insert '&' in the first line (the one that is bold). All other special characters seems to work here.

After an empty line, as well as in normal code editors, this character is working fine.

If I enter an ampersand in the third line and then remove the two lines before it (thus making the third line bold), the '&' disappears magically So I guess it's more a display problem.
