Android debugging fails with API level greater than 23

    Description

      When trying to debug an application build for API level greater than 23, an error is shown:

      Failed to Start Application
Connecting to remote server failed:
Remote communication error. Target disconnected.: No error.

      Running application without debugger works fine.

      This is reproducible with several different emulators and at least Samsung Galaxy S9+ device.

      After updating the Android SDK to 25.2.5, even debugging API level 23 does not work. With SDK 24.x debugging API level 23 did work.
