[Design] Redesign Notifications

Redesign Qt Creator notifications behavior and style to match current Design System.

Why?

Currents notification/prompts are badly placed on UI and take valuable space. There is also no visible hierarchy between different notification types. Users should detect the notification that are more critical or the ones they need to react.

What is needed?

• Hierarchy for notifications like: success, neutral, warning, error
• Better placement: Notifications should not get on the way
• Visual style that match the current Design System
