Enable jom for mingw builds

    Description

      jom supports mingw32-make makefiles (even cmake generated ones). As "mingw32-make -jN" is broken for... ever... maybe it's a good idea to let the checkmark that is present to replace nmake with jom, also do the job for mingw32-make.
