sanity bot re-reviews moved changes (the wrong way)

    Description

      when a change is re-targeted via gerrit's built-in move function, the sanity bot runs a second time over the same patchset. this isn't wrong per se, as the score is removed. however, flooding the change with the same comments again is counterproductive.
