give push privilege to Liang Qi for qt/qttranslations repo dev branch in gerrit

I need to push a 5.15->dev merge into dev branch to fix it and then get qt5 dev integrated again, otherwise, we need to remove qt/qttranslations from qt5 dev integrations.
