VM network can be unstable when IP is rapidly reused

      Sometimes VM can have unstable network which causes failure downloading artifacts. This might be related to the IP being rapidly reused from another VM. Similar failure is seen when a VM goes zombie and DNS keeps assigning same IP to new VMs.
