Create a way to monitor Cherry-pick bot activity

For various reasons, the waterfall cherry-picking process could be interrupted, and some changes may never make it to the originally intended branches.

Create a dashboard with cherry-pick statuses that is updated in realtime that shows each change with pick-to(s) and the status of each target in the footer.

• Changes should be clickable links to gerrit.
• Dashboard should be filterable on repo and/or owner
• Dashboard must be authenticated with a user session and check permissions to avoid showing tqtc change data to unauthorized users.
