Look at the possibility of creating a private QDS Kit with containing only the information needed by Design Studio

When the MCU plugin is enabled in Design Studio it should point to a QtMCUs installation path that is valid and non-empty

This task is about creating a minimal, always available kit for design studio that can look for installation folders and provide the necessary information required by design studio.

In scope of this task, we should not bundle anything from Qt for MCUs into QDS. The required tools and dependencies should be found automatically.
Bundling will be done separately as part of QDS-9966

The new kit could be named "Desktop Qt for MCUs <version>", and would appear separately in the kit list in the QDS project settings view.
In the project settings, this new kit should be the only one a user can enable for an MCU project.
