WebEngine in 5.13 is not tested/packaged on Windows

    Description

      Currently WebEngine in 5.13 on Windows is not tested by the CI, nor do we have packages to test. To fix this, we need a more recent version of MSVC 2017 in the CI , see QTBUG-71125 .
